SaltyScrub's Pixelmon Server 4.2.7

Hi im a noob at making a server and need some help with permissions and ranks and stuff id would really appreciate if someone could help me with that also this server is not online 24/7 I hope you all would come check out me server and tell me what i should add to it would be great :)
